The Distinguished Panelists
Melody Riley Ralphs is the Chief Technology Officer within Oregon’s State Chief Information Office. She is focused on helping the State of Oregon align technology with the strategic business direction--leading strategy, architecture and planning. Melody has over 20 years public sector experience, most of that within the State of Oregon in the Information Technology arena. Her experience includes: IT Operations, Project Management, Enterprise Architecture, IT Service Management, Strategic Planning, Facilitation, Process & Policy Development, Program Development, Management systems, and Technology Training Management. Over the last year, Melody has been working with several different agencies in engagements involving project management, enterprise architecture and modernization planning. Melody holds a Bachelor of Science in Psychology with an emphasis on Industrial/Organizational Psychology and Computer Science from Western Oregon University.
Dave McMorries attended Oregon State University on a Marine Corps Reserve Officer Training Corps scholarship, graduating in 1988 with a BA in Political Science. He met and married Holly, while at OSU. Dave (Holly calls him David!) served nearly 29 years in the Marine Corps, serving in locations around the world. Dave joined Booz Allen Hamilton as a Senior Cyber Advisor, supporting large Department of Defense clients to address their most pressing mission and risk needs. Now the Deputy Chief Information Security Officer for the State of Oregon, Dave is excited to make a difference for Oregonians.
Jordan Masanga (Panel Chair) is in his 15th year at Oregon PERS, Jordan Masanga is leading the agency in a digital transformation journey that will usher in new business capabilities and technology. As Chief Information Officer, Mr. Masanga leads a 77-person IT organization that manages and administers Oregon’s Public Employees Retirement System that consists of over 350,000 members and 1,000 employers. Oregon PERS has four major retirement plans, and a portfolio at nearly $80B. Prior to Oregon PERS, Mr. Masanga help start-up company in music industry and was VP of Engineering at ADC Telecomm Broadband Division where he led an engineering organization consisting of 5 domestic and international offices. In total, Mr. Masanga has 29 years’ experience in software engineering and information technology.
